5 Hambatan Penerapan BCM Yang Efektif!

Penerapan manajemen kelangsungan usaha, atau dalam Bahasa Inggris-nya kita kenal dengan business continuity management, disingkat BCM, perlu diterapkan oleh tiap organisasi. Hal ini mengingat bahwa, seefektif apa pun manajemen risiko yang kita jalankan tidak mampu mencegah risiko disrupsi yang berasal dari peristiwa-peristiwa yang memang tidak dapat, atau sulit untuk, dikendalikan (uncontrollable event).

Ditambah lagi kendali terhadap dampak dari risiko disrupsi pun juga kerap terbatas cakupannya. Contoh sederhana, gempa bumi. Hampir tidak mungkin sebuah perusahaan mencegah bencana gempa untuk tidak terjadi. Di lain pihak, kendali terhadap dampak yang kerap diandalkan pun berupa asuransi kerugian. Padahal dampak kerugian yang mungkin muncul dari bencana gempa bukan hanya kerusakan fisik infrastruktur. Organisasi bisa saja kehilangan data, SDM bisa pula kehilangan nyawa, ditambah lagi pelanggan dan pemangku kepentingan lainnya bisa kehilangan ekspektasi untuk melihat organisasi segera pulih.

Kesadaran manajemen organisasi bahwa penerapan BCM itu penting bagi organisasi sebenarnya sudah jauh meningkat beberapa tahun belakangan ini di Indonesia. Namun, kesadaran seperti itu ternyata tidaklah cukup untuk membuat penerapan BCM yang efektif dijalankan oleh seluruh organisasi di Indonesia. Ada beragam hal yang bisa menjadi alasan mengapa tidak semua penerapan BCM berlangsung efektif, bahkan pada akhirnya membuat organisasi tidak memilih, atau menunda, penerapan BCM, walau dianggap penting.

5 hal berikut ini yang menjadi hambatan menuju suatu penerapan BCM yang efektif yang berasal dari mindset yang keliru para manajemen organisasi tentang BCM.

  1. Terlalu Kecil Untuk BCM

Meyakini bahwa BCM adalah penting hanya bagi organisasi besar merupakan pemikiran yang kerap ada pada manajemen UMKM. Padahal, penerapan BCM dapat disesuaikan dengan karakteristik dan kebutuhan organisasi, termasuk yang tergolong UMKM. Sangat dipahami jika prioritas pada bisnis rintisan tertuju pada bagaimana mendapatkan pelanggan, menjaga kualitas produksi, meningkatkan pemasukan, memperluas pasar, dengan tetap berhati-hati terhadap arus kas. Namun, siapa pun tidak akan mengatakan bahwa kita bijak dalam berbisnis bila pada akhirnya hanya menyerah pasrah ketika bisnis yang kita rintis harus mati dilibas peristiwa disrupsi.

2. Merasa Berada di Lokasi Aman dari Bencana

Perusahaan kita berada di lokasi yang aman, jauh dari potensi gempa dan banjir, jauh pula dari keramaian sehingga kecil kemungkinan terjadi social unrest, apalagi ancaman terorisme. Paling-paling kebakaran, itu pun sudah kita tangani dengan sistem pemadam kebakaran di seluruh fasilitas yang ada. Padahal, ISO 22301 sistem manajemen kelangsungan usaha mengingatkan kita bahwa potensi peristiwa disrupsi bukan hanya berupa peristiwa-peristiwa yang bersifat kebencanaan saja. Apakah kita siap untuk melakukan pemulihan ketika terjadi power outage dalam waktu yang lama, unplanned shutdown pada beberapa mesin produksi, beberapa server diretas dan down sekaligus, atau karyawan kita mogok kerja? Atau siapkah kita jika rantai pasok kita yang terdisrupsi, atau saluran distribusi kita yang tidak dapat berfungsi? BCM membantu organisasi menjawab pertanyaan-pertanyaan di atas, baik organisasi yang rawan bencana maupun yang tidak.

3. BCM Terlalu Mahal

Mirip seperti pandangan banyak pihak terhadap manajemen risiko sepuluh tahun: “kejadian masih jauh, ongkos sudah mesti keluar sekarang!”, kira-kira seperti demikianlah pandangan terhadap BCM, dan lebih buruk bahkan. Karena tidak semua upaya pengendalian risiko membutuhkan alokasi anggaran, dan karena upaya pemulihan pasti memerlukan biaya besar. Pemikiran ini tidak sepenuhnya keliru, namun hanya jika strategi pemulihan yang kita pilih memang menuntut demikian.

Jika semua data harus di-backup secara realtime, atau untuk setiap mesin atau server atau spare part-nya harus tersedia cadangan yang siap digunakan, atau mungkin lokasi kerja alternatif yang harus siap digunakan kapan pun, maka sangat mungkin diperlukan anggaran dalam jumlah yang besar. Padahal opsi strategi pemulihan dapat kita pilih, dan kemudian dikembangkan secara bertahap, sesuai kesiapan pendanaan. Kuncinya adalah menetapkan strategi pemulihan berdasarkan asas biaya vs. manfaat. Dengan memperhatikan asas ini maka BCM tidak akan pernah menjadi terlampau mahal. 4. Tidak Ada Kekritisan Waktu Dalam Bisnis Kami

Tidak ada fungsi dalam bisnis kami yang harus sesegera mungkin pulih setelah disrupsi terjadi. Pemikiran ini tidak sepenuhnya keliru karena karakteristik bisnis masing-masing industri berbeda, bahkan aktivitas bisnis yang dijalankan masing-masing pelaku usaha dalam satu industri yang sama sekalipun bisa sangat berbeda. Hal ini kemudian yang menyebabkan target waktu pemulihan, atau dikenal juga dengan RTO (recovery time objective), bagi fungsi sejenis dalam industri yang berbeda, atau pada perusahaan yang berbeda walau berada dalam industri yang sama, sangat mungkin juga berbeda. Dalam hal ini yang perlu dipahami adalah bahwa penerapan BCM tidak ditujukan demi pemulihan bisnis dalam waktu sesingkat-singkatnya dengan RTO sependek-pendeknya. Penerapan BCM ditujukan agar organisasi mampu memulihkan bisnisnya sebelum dampak yang ditimbulkan disrupsi lebih besar dari yang dapat ditoleransi oleh organisasi.

5. BCM adalah Bisnis Manajer BC

Pemikiran bahwa BCM merupakan urusan para personil Divisi BCM juga merupakan hambatan menuju penerapan BCM yang efektif. Bahkan ketika organisasi memiliki Direktorat BCM sekalipun belum menjamin penerapan BCM yang efektif. Karena keberhasilan penerapan BCM tidak terletak pada seberapa besar satuan kerja yang mengoordinasi penerapan BCM di lingkungan organisasi, melainkan pada seberapa efektif keterlibatan setiap pihak, khususnya pihak internal, yang memang harus ambil bagian dalam menjalankan rangkaian aktivitas penerapan BCM.

Dalam hal ini, seluruh jajaran manajemen, mulai dari manajemen puncak yang berperan sebagai BC Executive hingga jajaran manajemen di bawahnya, perlu menjalankan business continuty leadership dalam keterlibatannya pada penerapan BCM sehingga mendorong terbentuknya continuity culture. Hal ini menjadi sangat penting mengingat ketahanan, atau ketangguhan, organisasi (organizational resilience) tidak akan terwujud tanpa adanya BCM yang efektif, dan keefektifan BCM tidak akan terwujud tanpa insan organisasi ikut ambil bagian secara serius di dalamnya.
